On October 17, 2015 at 9:45 p.m., two members from the Carrot River Detachment were dispatched to a complaint of an assault at a residence on the Red Earth First Nation. The victim and the suspect are known to each other.

Initial investigation led members to a second residence on Red Earth First Nation. Members arrived at the residence 10 minutes later (9:55 p.m.) and encountered an adult male outside of the residence with a long barrelled weapon.  The adult male discharged the long barrelled weapon at the police vehicle.  An RCMP member discharged their firearm and the adult male left the scene on foot.

A search was initiated and the adult male was located and arrested without incident at 10:25 p.m. on the Red Earth First Nation.  The adult male, a 24-year-old resident of the Red Earth First Nation, had what are believed to be gunshot wounds and was transported to hospital in Saskatoon for treatment.  The adult male remains in hospital.

Last night, the RCMP requested the Saskatoon Police Service conduct an independent external investigation into the circumstances surrounding the discharge of the firearm.

RCMP policy defines an independent external investigation as “an investigation for which the RCMP would normally have investigative responsibility but…the RCMP has requested an external law enforcement agency or a federally, provincially or territorially established investigative agency to conduct, and includes both the pre- and post-charge phases of such an investigation”.

The Saskatoon Police Service will report the results of their investigation to the Ministry of Justice and Attorney General.

In addition to the independent external investigation, the RCMP has requested the Ministry of Justice appoint an Independent Observer.
